What are these and who needs them?

I think they mount to the rear of the back fender wells? Gravel Shields? They were not mounted when I got the project. Looks like they are solid and POR-15'd.

They do look like the inner fender wells. I suspect the drivers side panel protects the gas filler hoses from debris and adds a bit of structure to the lower edge.
