As subject, what's the stuff around the wires called?

It's metal, not like the plastic spiral wire wrap you get at Kragen or the like... it's more like conduit, though apparently you don't call it conduit, and of course it's way small for regular electrical wire.

The light, for reference, is a ~5" el-cheapo "off-road" light from Harbor Freight.

It is the same flexible conduit we used in our new building. Any building supplier should be able to provide it. We painted ours black to fit with the design of the building. Although the exact name isn't something I could tell you.
 
Well the plastic stuff is usually just called wire loom, so I guess you could call this metal wire loom, metal loom, or whatever you want.
 
aluminum flexible conduit, use it all the time as an electrician, you can get it in 1/4 inch and it would work good for ya, but it isnt waterproof

Waterproof isn't an issue -- I'll solder and heatshrink the connections anyway -- but I couldn't find the stuff without a name ;)
