What is this wire behind my gauge cluster?

My Blazer is a 90. Took the bezel/cluster out to try and figure out why my high beam indicator isn’t working (no voltage to the wire so I’ll have to figure that out). But for now I can’t figure out this wire or where it goes.

One of those oddball "what the heck was GM thinking?!?!?!" kind of things to me...never understood why GM retained it for ashtray lighting for so long. I kind of understand using the fiber for the light monitors back in the 60s, as it was probably cheaper and more reliable than an electronic bulb monitoring solution, but it just seems silly to use it for an ashtray light...
