Get a starter and battery from a junkyard and have the seller reimburse you for the parts. If you buy, it could come off the top? If it's a reasonable price for a runner, definitely make sure it runs and drives well. If it is dirt cheap and you swap plans, maybe it doesn't matter.

How bad do you want this particular burb? If they are hurting for cash, is the price exceptionally good for you? If so, it might be worth bringing your own starter, battery, fuel filter, and 5 gallons of gas to see if you can get it going.
 
I think I could get it for $600, $700 for sure. But then add $200 for starter and battery, and what ever else it may need. Ive only seen pictures so far, but it actually looks really clean. Not that, that means anything.
 
This is what I did with my K5, $500 dollars and a tow truck. Now I'm collecting parts like mad. Go look at it, and see if it is worth the money and time.
