Might get lucky..
It might just need a new nylon govenor gear in the tranny,if it has only first and reverse..that is a cheap and easy fix..My 81 G10 van had the same dilema when I bought it in 1990 for 500 bucks ,the for sale sign said "needs a tranny". ...it was only 9 years old in in good condition otherwise..(had a lockup TH350 in it)..
I simply yanked out another govenor from a junk tranny at the boneyard and dropped it in,and I had all 3 speeds again!,,I've driven it over 50K since with zero tranny troubles..
The 700R4's are very sensitive to having the TV cable adjusted correctly--do it wrong and they toast up in a few miles--but usually they shift weird ,or shift at the wrong speed,slip,and hunt between overdrive and drive when its maladjusted,or if the tranny is failing internally..I'd guess if you have first and reverse and it isn't slipping,you might luck out and just need the govenor gear ...

I bought one once that did the same thing, I was told the governor could be bad so I look and there was no governor
Put one in and drove fine for years.
It's right next to the speedo cable, about 2.5" round cover.
There should be a wire strap like the one that holds the Brake so MC cover.
Then the cover will pop riht out.
You are probably taking the C clip off the pump, you don't want to remove that one.
The 4" will be more than enough to take the governor off, it's not even 4" long
Yep, you are on the wrong side methinks. Definately. It's on the driver's side right above the rear of the pan. The mount is just beyond, or behind, it.
well it could be blown but to answer the governonr question:
when you have it ou, check to see if when you open the weighs the valve slides up or down?
