14 Bolt Torque Issue

I am torqueing down the hubs on the 14 bolt and the driver side is giving me fits. I torque it to 50 foot pounds then back it off and torque it to 35 ft lb. The notch for the keyway does not line up. I understand you are supposed to tighten it until the keyway lines up. I am now using about 70 ft lb of torque to get the Locking nut in a position to accept the key way. When the nut is torqued to 35 ft lb the keyway slot is between two locking nutches. I can loosen it to about 15 ft lb and the key way will line up and I can tighten it to about 70 foot pounds and the key way will line up. Is there something I'm missing?

Are those bearings dry? I like to use a little wheel bearing grease.
Take the nut off rethread it and try again, be sure to rotate the hub as you get past 20 ft pds.
Tapper roller bearings do better on tight side, than the loose side.
Also used bearings don't require as preload as new.

Bearings greased... Nut and off 5x...new bearings.

I was going to try and use a shim from either the Dana 60 or 14 bolt carrier. Unfortunately none of the shims quite fit. I could probably trim one to size but that would most likely deform it.

Tighten it down until it’s tight, back it up until the first keyway lines up, lock it down and don’t think about it again.
Ok. Did it. Passenger side is definitely easier to turn than driver but there isn't any outward play.
 
I'm too old school for this Torqing a wheel bearing nut.
Rotate the hub while tightening the nut. Tighten until it stops the hub from turning, do not crank on it. Back off the nut to the closest keyway alignment. Install locking key. Press on with axle assembly

Yep, I work on heavy trucks/buses for a living, an old timer taught me and I’ve never torqued a hub nut, just go by feel and I’ve never had an issue. Like @BoondocK5 said, just rotate, tighten, back off till the keyway, lock, whatever is reached and done.
