I thought I read somewhere that there is a design difference between 16 and 16.5 inch wheels other than diameter. Is there any truth to that and is one more desireable than the other?

The 16.5 does not have the safety bead, I think thats what they call it, which makes the tire come of the rims more easely when you air down. If you can better get a 16" or beadlock the 16.5's.
I only lost a bead on my 16.5 once.. and that was cuz I turned into a stump and bent the rim.... 
however I dont air down.... mud and sand, wide tires, lockers and no need to air down
