1978 tailgate handle delimma

Okay guys what am I missing here? I have the cylinder that turns the crank handle on the regulator, BUT what keeps it from spinning when placed where it goes with the keeper? It seems I’m missing a part or something that makes it lock to the lock cylinder housing

I guess what I am missing is a pawl and spring, did not come with new keyed lock wth
