To take the side emblems off the front fenders must the fender be removed?

Unfortunately one of the stamped metal nuts is pretty hard to get to without removing the fender. Not sure if it's possible to get at with the fender on, I suspect not, unless you can somehow snake a socket or wrench back into the fender.
