1985 CCC QJet Fast Idle

I have a 350 with California emissions in my 1985 RV. The hood sticker states the fast idle speed should be 1900 rpm. I don't like to put it into gear at this speed so I wait until it warms up which takes several minutes. How can I adjust it lower or is this electronically controlled?

That looks like a regular carb not the CCC QJet.
