Is anyone familiar with the tire carrier parts pieces that are supposed to mount up here. In the photo you will see the holes in the tail gate. I am looking to purchase this truck but he does not have the parts or know anything about them....

My jimmy had a tire carrier. The bedside brackets are still there. I looked into buying one and there stupid expensive unless you get a used one. They seem very cheesy, meaning they may not hold more than a 33 inch tire. ebay is the only place ive found the tire carrier.

They tend to be tough to find. Ebay or junkyard is probably your best bet, or switch over to the inside tire carrier.
 
I cant even seem to find a picture of what a stock one is supposed to look like....

They aren't an OEM part; they were aftermarket made by, among others, Hickey and Valley. Some were dealer-installed accessories but are still aftermarket, which I know is confusing.

The first pic shows the swing-away section.

The second pic shows the black vertical strap that screws into the tailgate, and if you look reeeeeally close, the hinge holders on the passenger side that bolt through the corner panel. There's two bits inside that you fish through the hole for the tail-light. The inner and outer pieces sandwich the tail section.

The third pic is as installed on a pickup, gives you an idea of the hinge and latch mechanisms.

The truck you pictured takes a shorter carrier than I had, so it would only hold the tire (no gas can.) It would still be prone to tearing the tailgate sheetmetal, especially with a 33" spare. Been there, done that. On the pickup I actually welded a stud all the way through the tailgate, so it had attachment at two points, and the vertical mount bolted to that.
