1989 K5 fuse block separation

I need to remove the buss bars that hold the ignition fuse to solder in new fuseholders. The fingers that hold the IGN fuse got brittle and broke off.

I have the fuse box itself unbolted, now I am not sure what is holding the inner box to the outer (engine side) box. I loosened the center bolt and the big plastic strap on the side of the box is undone.
 
There are 2 bolts inside - 1 and 7 o’clock plus the single center bolt outside. I had to remove all 3 to get my fuse box out.
 
Those are all out. The outer fuse box is removed from the inner (inside) fuse block.
 
The inside one should be free, if the three bolts are undone. There is a foam insulation around the inner block to seal it as it goes thru the firewall. Just looked at the spare fuse block and harness I have. Nothing trick to separate them. Also you will need to unplug the harness's under the hood held in place by the single bolt..

Maybe I don't really have that 1 outer bolt fully undone.

Is there a trick to getting the buss bars out of the back of the fuse box?

It was definitely operator error, that center bolt was not fully loosened.

Are the tabs located at the end of the bar? It is wiggling but I don't see exactly how they are retained. A pic might be helpful if one is available.
