1990 1 ton 2WD winch bumper

I have a customer with a 1990 3500 2wd looking for a winch bumper. Cant find a whole lot when I searched. Most companies like ARB and Warn say they won't work for the 2WD 1 tons. Anyone know a MFG that makes a bolt on bumper?

Can't think why they wouldn't. The front of the frame rails is the same and 2wd or 4x4 doesn't matter to the bumpers.
