2 problems need help!

so i just moved bout two miles down the road but we dont have internet yet so im back at my parents house anyways but i'm having two problems with the blazer
One- It keeps popping fuses everytime i switch the key to start the ignition fuse pops and i can't get it started. had to tow it 4 1/2 miles home from a local trail with a 3 foot kryptonite cable and my buddies ford pullin', VERY depressing:doah:

and
Problem Two- This problem wont need to be fixed till i get it started but it won't shift until redline like wont come out of first gear till about 45 please help yall need to get her back on the road

For your fuse poping I can only say follow the wiring and try to find some shaffing on the wires somewhere, you might have a short, probably at the tube that protects the starter wires next to the starter.
For you upshifting problem, it's most likely the vacuum hose, leaking or disconnected.
Check next to the modulator on the tranny first and if not there follow the line all the way to the intake where it also might seperate.
Or maybe just cracked and leaking vacuum.
 
If he has a 90 it doesn't have a vacuum modulator, it has a throttle valve cable. Could be a problem with the throttle valve in the transmission or a stuck governor or even a valve body problem. My guess would be the governor.

If you've got a VOM or DMM take the ground cable off the battery and connect the ohm meter from the positive cable to the ground cable. If you have a major short, which I think you do, it will be showing only a few ohms to ground. I agree with Iceman that you should start looking at the starter wiring first if it blows when you try to start it. If it blows when you turn the ignition switch on, start looking around the fuse box.

Probably not super easy to find, but did you do a search for an '87+ wiring manual link on here?

You need to narrow down what all is on the ignition circuit, then run those items down.
