Sounds pretty gay overall, but why not look into km2's, the new kevlar mtr's, or the geolanders from Yokohama

back on track, is it possible/responsible to mount a 38x13.5/17 on a 17x9 wheel? which would be 1" smaller than the tires recommended wheel width

Yep. No big deal.

Im running a 36x14.5 16.5 on a 9 wide.

Just a little more sidewall buldge, but i like that anyways
 
Your wasting $$$ with any swamper on asphalt. Friend of mine runs the new 40" mt/rs and loves them. So does all the magazines. The tread on those mt/rs look badass in person.

Like mentioned above you will spend more money on tires if you run swampers, they don't last so long on the street. I would look into some "gay tires" they will wear/ride better on the street and still preform when you need them

haha, how bout some cut out fender flares, should work eh? the gay tire thing was me taking out my day on the dickhole that said everything sounded gay. the first set of mud tires i ever had was the goodyear mt/rs then my next truck had firestone destination mts(hated them) now it has the super swampers.
