454 balancing HELP!

Let me get this right.I have all new components for the rotating assembly.I k now this has to be balanced.Do I have these parts balanced before assembling or after assembly (inside or outside the engine)? Also, this includes crank rods/pistons/flywheel and balancer,correct?. Can the stock external balance flexplate be balanced with the rotating assembly or does this require another flexplate?

all internal parts are balanced BEFORE assembly pistons and rods all weight the same so on.
they can balance the flex or flywhell with this set up but if it ever goes bad now you are not so what i did was have eveything else internally balanced and ran a ne nuterally balanced balancer and flex plate.
