well I change the fuel filter, rebuilt the TBI. I did find a bad vacuum line
Im thinking there is still another one.

Did you pull the TBI off at the intake or just pull the injectors? What is the line from the back of the TBI to the MAP like?
Get you some carb cleaner and spray the base of the TBI. It uses a thin gasket and they are very prone to failure.

the line was manifold to cruise control.it was ran behind the dizzy and I just happen to feel it. I only rebuilt the top half of the TBI. I found the line when I was starting to the rebuild so I didn't do the whole thing. I didn't want to pull lots of stuff off at once cause if it fixes it I wouldn't know what the problem was.
I'm going to go out today and try the carb spray again and poke around at the hard plastic lines.
I will report back latter if I find any thing.

I checked all the lines and sprayed it down with carb cleaner and found nothing
I wound up breaking this little gray T.
so I pulled the line and plugged it. ran the same, so I tried it unplugged and it seem to run better?????????

I know mine was doing the same exact thing. It would idle fine but as soon as you get half throttle it would fall on its face. I noticed you said you replaced the plugs, cap, and rotor. Well check all of your spark plug wires. Mine ended up touching the exhaust and melting through just a tiny bit. It is hard to see but if you let it idle at night you can see the spark jump to the manifolds or you can just check each wire carefully. Don't ask me why it still idled fine with this problem but once I got the wires off the exhaust it cured the problem instantly. I will bet this is your problem.
