What to reasonably expect from a TBI big block. 2wd suburban.

I'm thinking 10 on the freeway

I did a touch better than 11mpg going out with aftermarket TBI. Haven't figured return mileage yet.
 
I know it's not a tbi but we just ran to Prescott and back 300 miles and averaged 11mpg doing 60-80 with hills etc and a couple of hard pulls here and there.
4l80, 3.73s and stock tires (265/75/16) c2500 burb
 
That 91 Dually I had got 8mpg towing 7k at 70mph. Got 11-12mpg empty at 70. Motor was bone stock, only mod was free flowing exhaust. 4.10's and a 4l80 trans. with 265/85r16 tires

No. I don't mind being a little slower than most. It's being alot slower. The 6.2 unloaded was fine. 80 mph no problem

Being limited by power is not the same as being limited by fuel consumption

Yep slowing down for fuel consumption is voluntary, slowing down because you lack power is compulsory.
