4l60e questions!

okay like the title says I have a 97 chevy c1500 with the 4.3L and the 4l60e tranny. last summer it didn't do this at all but starting this winter it wont shift into 4th gear until the motor almost gets to operating temperature. and it continues to do it even in the 80 degree weather we have had lately. And what's weird is every time it does shift into 4th it immediately locks up the torque converter and it always shifts into 4th around 45-50MPH. so when it does this my RPMS drop to just above 1000 and i have no power it just kinda SLOWLY accelerates and almost boggs down (unless i downshift) until it gets to about 60 or 65 and then it drives fine because i assume that's about where the TC should be locking up?

is this normal for the 4l60's? how come it didn't do it last summer? and then one time over the winter I drove close to 20 miles and it never shifted into 4th I stopped the car checked the fluid and it was perfect. started it back up and shifted like it always does. but it hasn't ever done that since. but some people are saying the shift solenoids are bad? i have the Check Engine light come on occasionally but that's just of the small oil leak i have as soon as i add some oil the light goes off ( i just assume that's what it is lol i haven't had it checked). so can someone here confirm the solenoids? or is it something else? some people say the pump might be bad but if it was wouldn't it slip? i mean all the shifts are pretty firm iv never felt any slipping.

and btw just incase this helps i have the Base trim W/T single cab shortbed.

oh and the torque converter locking up as soon as it shifts into 4th has always happened. only the not shifting till it warms up started this winter.
