My dad has a 96 chevy 1 ton van (100% stock) When he floors it and it should down shift, it actually upshifts. any idea why this could be?

Thats the only thing I can see. Since its electronically controlled. Try trans flush or talk to a tranny shop. Maybe some more people will chime in.
