open or gov? do you need working brakes?

Open is just fine... did they offer gov on a Semi-floater 12 bolt?... And if the brakes on the axle I have are the same as the one you have then I can swap everything over. This is for my buddies daily driver. We just need it back on the road soon. It will a 3/4 ton swap sometime this summer.
