Getting the TV cable adjustment correct is the best thing you can do to keep a 700r4 alive. Is your set up factory ? If modded what mods does it have ?
I do not believe adjusting the tv cable will adjust your shift points. The governor springs, and weights should do that.
For the TV cable you want the lever just barely pushing on the TV spool valve in the valve body, at idle. There should be near 100 psi line pressure in all gears or better.
Tightening and loosening the cable will affect the shift points, but it also affects the line pressure. Get it wrong and the transmission will fry. #1 thing is to get the geometry correct. #2 is to follow the specified adjustment procedure.
Then the shift points in general can be changed by changing the governor, such as by cutting off some of the weight. If you can find a Camaro/Corvette governor they have almost no weights added, which makes it shift noticeably higher. Make sure you don't have the diesel governor, as that makes the shift points very low. If you want to affect just 1 or 2 of the shifts, that gets a little trickier.
