The tranny should be 'set' to shift from 3rd to OD right around that point, maybe a bit higher, but it shouldn't hunt between the two. If you say you replaced the throttle-valve cable and "tried adjusting it about ten times", I would say it is most likely not adjusted correctly. The only way to properly adjust the TV cable is with a pressure gauge hooked up to the tranny. The shop manual will tell you what the pressure be for each gear and at gear changes. Napa sells a pressure gauge kit for around $70 (I think) that will let you hook up to the tranny.
Another possible culprit, that is separate from the TV, is the governor. I had a problem when I bought my '90 GMC 'Burb where it wouldn't shift into OD except on rare occasions. I pulled the cover off the tranny case where the governor sits and found the shaft had loosened from the body. The shaft is simply swaged on. I replaced the thing and bingo...problem solved. But I had dinked around with the TV cable prior to this without knowing what I was doing. It is very easy to burn the tranny up with an improperly adjusted TV cable. Good luck.
thanks for the help i did notice it started leaking out of the governer cap i think i will replace it to be safe and get a gauge to check the pressure thanks
