The 700r4 in my 89 Blazer up shifts too fast and does not like to down shift when at driving speeds. If I just ease down the road it does not shift fast enough, its just when I give it a decent amount of gas, not hot rodding it, just normal driving and lets say i'm going 60 mph and stand in it, it will not down shift or it will not shift all the way into drive it just sits there lugging the motor. It shifts great if I shift it and do not let it shift itself. Has anyone ever delt with this or can give me some things to check?

You can try tightening your TV cable just a little and go from there. It could have slipped or stretched and if it was borderline before it was just enough to make things sloppy. There should be noticable tension on the TV cable at idle, if it's not tight and sags it's too loose.

Yeah, sounds like the TV cable is misadjusted, broken or stuck. Search this site for directions on how to set it.
