700r4 w/tbi: What tells the ECM to lock up the converter?

Hello,
I have a VAN G20 6.2 Diesel 1990. The converter lock does not switch. It's the ECM that doesn't switch to ground.
I also changed the ECM with no success.
The van diesel has a MAP sensor. What is it for and where is the vacuum connected.
What is missing from the ECM that does not switch.
Please help.

AFAIK you can force lockup with the ALDL connector just like on the gas trucks. That would at least tell you if it's an ECM issue or something with the transmission and/or wiring. There are scan tools that let you read the current values of CTS, TPS, MAP, etc so you could see which one is not seen by the ECM.
