Can you explain what's going on there? Are the tips breaking?

Well I had 3 rust holes, and some rocker shutz that had begun to set up, so I used the 2 to plug the holes

I'll cut off the extra bristles and see how strong it is.

My state inspection says no sharp edges

Just don't feel like replacing the entire panel, I have enough metal work now
