73 K10 Fuel system upgrade questions

Been surfing the archives for a while, but still cant quite find the info I'm looking for.

I just dropped a 350 crate motor in my 73 GMC. My new block appears to have some sort of obtruction no allowing the usual cam driven rod for mechanical fuel pump to slide all the way up. It starts to but then binds up as it nears end of travel. (yes Ive polished and it and lookeed for any burrs) However, prior to this, I was also thinking of upgrading to an electric fuel pump anyway. But, I have a few questions to ask anyone that might have done similar.

fuel pump as close to tank as possible is what I read the masses to be doing.

12v supply coming off on an acc terminal on the fuse block, relayed prior to pump.

My fuel tank only has "2" lines on the top of the sending unit. One going to the old mechanical fuel pump, and the other to a vapor canister. (vent I assume)

On the new electric unit. I am reading various things on the topic of a fuel "Return line". When installing and electric pump MUST one have a return line? I really do not want to upgrade to a 3 line sender, when I just put a new 2 line unit in about a year ago. I am assuming that if I keep the pressure at 4-10 psi I shouldnt need this return line. The old mechanical unit didnt need one.

I have seen several electric units that claim to maintain 4-10 on the discharge. Is it safe to assume that these do not need an addtional pressure regulator?

Ive always done fuel pumps the hard way with greasing the rod, but there is a bolt hole by the mounting area or above it that is intended for holding the pushrod up so you can slap a new pump in place. I cannot recall which hole but either a longer bolt does the trick or removing the shorty and temporary installing the longer one is the ticket,surely these guys will know for sure. Is it possible theres a to long bolt there now blocking the hole?

Thanks for the quick reply. well I thought Of that myself and could find no such bolts protruding into that area. Matter a fact I even backed off the few in the area that could even have maybe been such.. But, I really wanted to upgrade to an electric pump anyway, and did already have the blank off plate.
