I find the adage "Those that can do, those that can't teach" Kommiefornia smog techs this fits very well. "Those that can do poorly, those that can't referee" I was a smog shops worst nightmare. I held a BAR 80 license, was high school shop class mid term to pass the license test,and worked at a licensed repair shop. Held several more until the ASE cert was required prereq. By that time I was a Gov fleet tech and we did our own smogs under the BAR direct supervision. Which included passing a practical test given by a disgruntled BAR inspector. Copious amounts of good coffee and doughnuts helped our site and techs pass.
Several shops have been reported for trying to cheat me, one a referee. Saw that they were fined 25k and license suspended in the quarterly BAR rag, book of shame we called it.
I hope the whole state doesn't join the inspection regime, like CA did, once they discover they can squeeze unspoken for funds from a program is will grow.
