86 tailgate stuck

Hey guys quick help here. Officially started my project 86 blazer this morning and like any build quickly ran into a problem. When I got the blazer I was told the rear window would go down but not back up. No biggie I will get to that later. Cleaned the battery terminals, got a new battery, and hooked her up. Most of the electronics work, and like I was told, the back window goes down but not up. I used the inside switch to roll it all the way down. However when I tried to open the tailgate it was stuck. Wouldn't even budge. This is my first blazer and I'm extremely green when it comes to these vehicles so maybe I'm forgetting something or maybe there is something wrong. Any help from those of you that have had the same problem or know why it is happening would be awesome.

The window ALL the way down? There is a release that keeps the tailgate from opening when the window isnt all the way down.

It appears that the window is all the way down. I rolled it down as far as it would go with the inside switch. None of the keys given to me when I bought it turn in the tailgate to roll it up or down. I havent tried to force it any further because I'm afraid of breaking soemthing. If it is all the way down, yet still wont open, what could be the problem?
