87 burban idle surge

Picked the truck up last week, did half a tune up on it today, plugs, wires , cap rotor, check engine light comes on erratically. Haven't pulled codes or changed fuel filter, drove it 300 miles home when I picked it up. Loozes power and runs like poop intermittently. When I did plugs today I noticed a broken connector, it goes to nowhere. here is a pic. What's the next thing I should look at

Looks to me like a mangled 4 terminal weather pack. I can't think of any application for those on the later trucks, except TCC (toque converter clutch) and it should be on the trans.

Isn't that the front of the block though?

That is on front of block, near water pump
