88 V3500 wiring issue

So, trying to start my new rig for the first time and I'm not getting any fuel. Traced it back to fuse block (ECM B fuse) where I'm not getting any power. When I hook a jumper from 12V to there I can get my fuel pump relay to click.

Where should power be coming from to get to there? I have 12V to all other fuses when on except for that one.

Also I don't have 12V to the alternator. shouldn't I have power there even when the truck is not running but on?
 
Sounds like a fusible link if I was going to guess.

Got access to a *factory* wiring manual, or a library that can get them? If you lack power at both places, that would be my suspicion. If you've got a voltmeter, you can test continuity from the starter to the various places the fusible links may be, basically from starter to fuse panel, although the alternator one is likely not run from the panel.
 
The fusible link at the junction on the firewall and by the alternator are both good.

Is there another one somewhere?

But, how many factory wires should be coming off of the junction on the firewall? I believe I have two. There are a couple on mine that are cut, 1 looks aftermarket and the other could be factory?
 
I *think* three, but you'll want to hear from others.

It may have depended on year, but I think I've got 2 fusible links near the junction block on the firewall, and at least one near the starter.
