89 K5 5.7TBI issues

I have an 89 K5 5.7TBI with vortec heads.
It has been a LONG time since I’ve worked on it or had it running.
The motor is new, I have a chip from Brian Harris at Harris tuning/TBIChips.com
I just recently buttoned everything up on it, reconnecting everything. Swapped the fuel pump and got ready to fire it up.
It spews fuel into the tbi but won’t fire up. The engine will cough and light the fuel on fire but that is about it.
What am I doing wrong? It has been about 8-9 years since I have messed with it due to life.
Maybe my timing? What should my timing be?

Spews fuel? Like more than it should? Or a injector is stuck open? Also need to verify you didnt stab the distributor 180 out. Should be set at 0 degrees. Need to look at a manual to see how to do it.
 
this was running and driving at some point before? and you just put fresh gas and a battery in and this is what its doing?

or, you built the new motor, put the chip in, and then the project got mothballed? -so was never completed and you are now trying to complete it?

It last ran 8 years ago, I rebuilt the motor and life got in the way so I never got it running.
It was the distributor being out 180°. apparently I had issues trying to find TDC by myself. Not only that but a damn squirrel had chewed through to the core on a few plug wires and a few more were grounded out by being burned on exhaust.
Got plug wires changed, double checked all my fuel fittings, found TDC, got the distributor oriented right, and it fired right up.
Now I have to figure out why my lights aren’t working……. Always something…..
