92 s-10 4x4 problem help

i just bought a 92 s10 when you get up to 50 mph. the front end trys to engage. i see it has a vacum acutuator under the batttery how does this system work??

there is a valve on the top of the transfer case that directs vacuum to the acutuator to engage the front axle.
