93 350 TBI flooding out.

I have a 93 PU with a TBI 350 and I am having problems with it dying taking off from a stop. You have to crank it over with your foot into it till it starts and it belches black smoke. The truck has burned up a catalytic converter every year. We took the truck to a mechanic a few months ago and he said the only problem he can find was a plugged catalytic converter. We told him we just replace the catalytic converter recently, and the muffler guy told us the truck is burning up catalytic converter because the truck is running rich which sound about right because the POS is FLOODING OUT. Miraculousaly the truck only runs good when it’s at the mechanic. We told him to take another look at it and he told us the truck is fine but has other problems not related to it dying. THE TRUCK DOES NOT GIVE OFF ANY TROUBLE CODES, so don’t bother asking. BTW the last sentence was in caps so you couldn’t miss it. We had this problem 2 years ago and a different mechanic a replaced the coil and the problem went away temporary.
Last weekend, my bother called me and told me the truck would not start and he was stranded in a parking lot. I went over there and could get the truck started, so I had it towed home. I was trying to pull codes and got nothing. I tried starting it to see if any new codes would come up but the damn POS started.
Anyway I going to go outside and start working on it. Any advice to where to start would be greatly appreciated.
 
The only thing I have is a Haynes manual. It would help some with the diagnostic, but it’s more useful wiping my ass. The manual only give me the replacement procedures for the sensors, not a way to check the sensor without the trouble codes.
The way I pull the codes is with the jumper wire and count the CHECK ENGINE light flashes
I’m going to need the procedure on checking the following things:
Coolant sensor circuit
TPS (Throttle Position Sensor)
Oxygen sensor (this pos should at least be telling me the ****ing thing is running damn rich.)
More when I think of them.
 
Coolant sensor is where I would start. You'll have to do some digging (perhaps my wiring thread here?) as on one page from a factory service manual, there are resistance values for the coolant sensor at various engine temps.

It's *probably* on one of the GM Manual troubleshooting charts for coolant temp sensor.
