I got a set of buckets from a 96-99 Silverado for the front of my 89 Jimmy, and a rear seat with the integrated seat belts from a 2000+ suburban. I want to attempt to buy seat covers from the seat shop to re do them in OE grey leather. My question is I know the leather colors are different between generations, but how far off would the 96-99 leather be versus the vinyl from the 2000+ suburban seats?

I thought about the integrated seat belt seats also for the fronts but then I have to deal with strengthening the floors and also contend with the holes in the B Pillars where the current seat belt is bolted to.

Thats an impossible question. GM didn't even get the colors 100% consistent throughout generations. An aftermarket seat cover from 20+ years later is a total crap shoot. Unless you can look at them in person you will be just guessing. My guess is they will be similar but you will be able to tell they are not the same if you are looking for it.

You could always call them and ask to use the same material for each of the patterns.
If you do pull the trigger on the seat shop products, post some pics. I had been looking at using them for my worn buckets (in my 99 tahoe).

If you are reupholstering all seats and they can use one fabric then you're good. Otherwise, request a sample or two from them and pick what's closest.
Don't forget the pics when you're done! I'm running 99 seats now, mismatched, and considering the same thing. Looking into Rufff Tuff as well.
