96 Burban 4wd issue

When I put my shifter in 4wd hi or low, my front wheels don't turn. 96 1500. 5.7. would this be a junk case, or maybe an actuator?

Could be either. Without more detail it's a guess.
 
I have had horrible luck with the actuators, does your driveline spin when in 4wd?
 
The actuator on the front axle is a pretty common failure point. If it's a manual shift transfer case it is pretty rare for something to happen internally to the case that causes it to not go into 4wd, especially without a bunch of other issues, noises, and clunks. I have had the transfer case shifter linkage actually rust out and become unattached the case, but it was obvious something happened because the shift lever went completely limp.

You can do some very easy diagnostics. In 2wd with the truck parked see if the front driveshaft will spin freely. Then put it in 4wd and see happens.
 
If you can find a 5.3 with a 4l80e behind it then you’re good as gold because the 5.3 can’t tear that 4l80e up it was made for the 6.0 the ls series motors are bulletproof I’m still running mine hard at 210k doesn’t use or leak oil and it’s made several cross country trips since I’ve bought it. You will fall in love with your burban and it’ll last forever if you’re easy on it
