97 6.5 diesel died, no start

Hey all, I've got a 1997 6.5 turbo diesel that shut off while driving, and after replacing a suspected PMD, it still won't start. The injection pump is full of fuel with no air, the lift pump is strong and pumping plenty of fuel, and I checked the current in the wires in the pigtail that plugs into the PMD. All the wires tested great, except for the green wire from the computer. I read you're supposed to have 1.2 volts on that green wire while cranking, but I have 2.2 volts. I'm not sure if that would cause the pmd not to work. All the grounds are clean, the fuel shutoff valve is working properly, and the camshaft sensor appears to be working properly as well because I plugged in my scan tool and it showed rpm while cranking. I unplugged the optical sensor as well and it didn't seem to make a difference. The previous owner said he had the injection pump replaced about a year ago. I took the oil filler tube off to make the injection pump was actually turning, and it was. I bypassed the ignition switch also just incase that was the issue, but that didn't help either. None of the fuses are blown. Glow plugs are working. The injection pump just isn't injecting fuel, because even with the lines broken loose at the injectors no fuel is coming out. The engine sounds great turning over so I don't suspect any mechanical damage. The truck also has no codes. So at this point that seems to leave that voltage issue, or possibly the injection pump itself? I'm really at a loss here, so if anyone has any advice it would be much appreciated. While we don't specialize in 97's here, there are a few members that know the 6.5 diesel well enough. Someone will be along with some insight.

Forgive me, cause I really don't know this engine at all, but when you say the Hi pressure fuel pump is turning, you witnessed the gear turning and or the pump shaft ? It sound to me like the pump quit, but I couldn't say why.

I'd like to see the IP injecting fuel at the injectors.

Oil pressure switch working?

Foggy memory, but shutoff solenoid is normally closed add power to open?

If so, perhaps supply power directly to fuel shutoff solenoid to make sure it's opening when it should?

Yes the oil pressure switch is working as well. I even bypassed it just to make certain that wasn't the issue. The fuel shutoff valve is working as well, I can hear it clicking on and off with the key, and I made sure that it was staying on during cranking too. Any idea on that 2.2 volts at the pmd instead of 1.2 volts?

No I don’t, sorry.
 
Again I know not about the 6.5 engine controls. But a mechanical fuel IP if it's turning fuel is on and being delivered then it should be outputting. Does 6.5 IP have any part that can shear and be driven, think 5.7 olds IP pump. Have you used BIO diesel in this pump ? I hate that stuff, if it sits it clogs.

Nope no biodiesel for me. I can see the pump shaft turning, but I guess at this point it seems maybe the electricals in the pump itself went bad. I just hate to throw a new injection pump at it and the problem turns put to be that voltage issue. Only one way to figure out I suppose. I really don't know a ton about the electrical pumps either. I'd rather have mechanical all day long

I didn't deal much with the electric ip on those engines but I have one I got recently.
It's a rebuilt unit and it runs great except last week I had it idling for 10 minutes and it sputtered and shut off, it wouldn't start back up.
Next day it did.
My guess is the pmd got hot, a known issue.
In your situation I would guess the ip electric side has a problem, and I doubt that 2.2v is the issue unless it is supposed to have 12v not 1.2v
