CV shafts will always turn theres a disconect in the center of the axle that allows them to free wheel between each other. They are always engauged to the hub as a locking hub would be in the lock position.

Clicking or popping noise sounds like one of the CVs has gone.

looking at this diagram you will see a part labeled cage they wear out and split and it allows the balls to move out of the cross driver then snap back.

Thats about the only thing that can "click" in these front ends.(WHILE TURNING) Its probably the inner CV and thats why it dont sound as bad.
EDIT: If the axle disconect doesnt disengage all the way it will click but thats usually constant and messes up a lot more stuff. maybe I would describe its sound more like a grind though.

I have been through half a million of them lol. Of course Im hard on them with TB crank and abuse off road.

The only other possibility I can think of is something rubbing on your ABS tone ring but that would make more of a buzz sound.

If the unit bearing is going bad it can make your rotor flop around but that sounds like a "ring" sound, witch of course goes away if you apply the brakes.

Did you replace both parts of the pitman arm? and did you use moog problem solver?

yea they are a pain to change. they sometimes cause a simular death wobble to a D60 I have had one go bad and litterally bounced me off the side of the road before I got it shut down. Be sure to grease it often if you got one with zerks.
