I never realized that style of valve cover was that short.
I am wondering if the idea is to have room for stud girdles. I have full rollers under nineties GM aluminum covers with only a 5/8" spacer.

Passenger side I was fine with. I did have to cut out a chunk on the drivers side, reform it and weld it back in.

Nope. That would be the last resort though if all else fails.
Every single bolt is getting a Nordlock washer and capped with a Nylock nut. Between the two, I really don’t see anything moving.
