My AC is not charged. When I turn on the AC, the pump does not engage. Is there a switch that prevents the AC pump from engaging when the coolant is low or empty??

Yeah, take a look at your dryer. Its that big metal cylinder over on the passenger side of the firewall. There's a switch in there that only closes when the system has pressure because it is fully charged. Take your hand and try to move the center of the pulley of the compressor, it should budge some. With the compressor clutch disengaged, only the outer part of the pulley will move. With it engaged the center begins to move and works the compressor.
