Heck, even the older cars i have owned had this "heater control valve" just a vacuum operated valve, inline from the intake, going to the heater core, when you choose the temp, warm, or hot, or hotter, it allows for more water to pass through the heater core, to get a mild warm up to full hot water.
Usually only about $12 or so, most likely plastic.
My wifes 99 did the same thing warm up front and little cool in rear,The pulled down the A/C system and recharged it .Blow's colder now than it ever did.i know It sound like there was more wrong but it worked.
There was a recall ,had alot of problems with 99 Tahoe's A/C
yeah i bypassed the heater core yesterday because the heater control valve is not closing when set to A/C. It is a little cooler, but not much so I am gonna see what it will cost to get it charged.
