There may be a fan speed resistor. They use a resistor to vary the speeds, typically you'd lose the lower speeds one at a time though not all at once.

the BLOWER MOTOR RESISTOR is your answer...just replaced one on my girlfriends ranger....it's prolly a dealer only item...and her biatchin' finally made me go pay the 30minutes for it....it's either under the dash by the glove box or just outside on the firewall.
