I have never used my AC since I bought my truck 3.5 years ago. I took the ac fan belt off cause I lived in Ak and never needed it bu now I am down in CA and I will need it here soon. So I know I have to replace the belt but what else do I need to do to get it running?

put the belt on and see what from that point what is not working

you can take the cap off the low side and see if there is any freon in it

I'm no an A/C expert at all so take it for what its worth but I think you're system uses the freon as a lube for the compressor among other things. You may run into a bunch of problems trying to get it up and running after 3+ years of it not being in use. I would say take it to a shop and get them to check it out but if you're wallet is anything like mine that may not be an option.
