Accessing sheet metal under rocker boxes

Cut off wheel would be your best bet. As I recall, the edges of the floor pan come down to make the back side of the box, then are spot welded to the bottom lip. Once you have it cut off, you'll have to weld the edge of the floor pan to the rocker, or it wont be stable.
