Well on most I have seen the part you have is just the vent. Vent just needs clean air, no valve. The PVC valve hooks to vacuum at the front of the TBI unit.

Yeah, I know about the PCV connection. I just find it wierd that there is no valve in the air cleaner to valve cover connection. That would seem to allow the crankcase to ventilate to the atmosphere when the truck was not running.
I just need to make sure I have all this hooked up correctly so I don't get dinged by the California Smog referee...
There is no valve in the vent tube or valve cover connection. on TBI engines. It is just an open tube between the valve cover and the spacer. I doubt if any CC vapors could make it out past the air cleaner/housing/CAI tube when the engine is shut off.
