Al's Liner over factory sound deadener?

I'm prepping my floor for Al's Liner on my 91 and I found what looks like sticky sound deadener in the driver and passenger footwells. It's over the primer but under the final coat of paint. Some of it has bubbled and torn and surface rust is forming in the places where it's come up.

It's a real pain to get up with a scraper, and although it's time consuming, it's pretty easy to take off with a grinder. First of all, what is this? Second, should I worry about it if it isn't bubbled or torn and just scuff it and go over it with the Al's Liner (and HNR)?

Unrelated question for those of you that have done your own liner - how far out do you go towards the rockers? Do you hit that lip that the door seals fit on or do you stop before you get there? Or do you just go all the way out to the rocker?
