i stripped out 2 of the threads on my performer intake and the other 2 were stripped out by the previous owner, is there a quick cheap fix to fixing this? also if i switch back to a stock cast iron intake will i notice a power loss difference or decreased fuel milage?

Just buy a heli-coil kit [$15-20]. Its nice when you find a quick and easy fix
that is also an improvement.

Yep Heli-Coils will make the threads stronger than they originally were. It's quite probable that you'll loose power going back to a stock intake.
