What is the secret to getting this plastic collar to snap or lock in place?

I can feel grooves inside the upper collar that seem to line up with tabs on the lower collar but they won’t lock together. Should they snap or twist lock or..?

I’m ready to try long screws dipped in pvc glue while a voodoo priestess circles the truck saying a chant.

You need to have enough of the tabs in decent condition, then IIRC, it has to be timed in one of the positions that will let the tabs grab evenly. I always do it by feel, can't explain how to spun it, just don't force it too much.

So it should slide straight in a snap / lock or does it do in and turn?
 
Should just snap in. You can try turning it if it doesn't sit properly or stay put.
It's hard for me to describe, but you should be able to find the sweet spot.
Do you have at least 3 of the tabs intact? That helps if you end up needing to glue it somehow.
