Like Thunder said, you have 45 days with Paypal to file a claim. It may not hurt to start one to get you foot in the door. At first it starts out as you and the buyer emailing/posting through Paypal and does not affect their status.. But it will pull the funds out of their account... And the the claim can be removed by you at anytime.
Also, I have foudn that USPS tracking numbers usually suck ass and dont work. At least online. So it's best ot call your local postmaster. But even then, they are not like UPS where the package is scanned everynight..
And if they shipped the wheels with Parcel Post, be patient. I shipped a guy a steering box once via parcel post... Took 30 days to get there. I checked with my postmaster almost everyday. Their ompuers didn't show where it was at... And neither could the buyers postmaster... Finally it just showed up one day.. USPS could not give me a reason why i took so long....
