anyone replace this?

so the piece that holds my seatbelt in finally rusted out. it looks like its only a small piece i woul have to weld in. any suggestions what i shouls use to do it?

i cut that whole pannel out and made a new piece togo in place of it. i actually replaced my whole floors in the process.

Thick plate, big bolt, big nut, lockwashers, etc
